New engine mandates and shifting tariffs are driving procurement paralysis in trucking fleets, freezing replacement decisions and extending asset life well beyond prior norms. A new benchmark survey highlights how aging trucks, rising maintenance dependence and eroding safety are converging into a structural asset risk.

Procurement Paralysis Reshapes Fleet Investment Logic

Commercial fleets that run heavy-duty Class-8 trucks are entering 2025 with an unusual split in capital strategy. According to Fleet Advantage’s Transportation Industry Benchmark Survey, nearly half of respondents now sit in an undecided category on whether upcoming engine platform shifts and tariff changes should drive near-term truck purchases. In 2023, many were at least tracking a specific California emissions-related pre-buy window; that focused concern has evolved into broader indecision as regulatory and trade variables stack up.

The survey shows that 45% of organizations report being undecided on procurement moves linked to new engine rules and tariff exposure. At the same time, behavior at the edges is hardening. About 24% plan to accelerate truck buying in 2025, up sharply from 7% that pulled orders forward two years earlier. Another 24% intend to hold to existing replacement schedules despite rising costs and policy pressure. The field is fragmenting into three distinct camps: accelerators, holdouts and a large undecided middle that risks running out the clock.

This indecision does not exist in a vacuum. Asset planners are trying to reconcile future low-emission powertrain requirements with uncertain total cost of ownership, infrastructure readiness and residual values. Industry reports on alternative-fuel truck deployments point to long lead times, uneven charging or fueling networks and mixed resale visibility, all of which complicate the investment case. Trade policy adds another layer, as tariff movements can change the economics of imported components and finished vehicles inside a single budget cycle.

Fleet Advantage’s senior director of asset performance and maintenance, Matthew Wiedmeyer, characterizes the moment as one of deep financial and regulatory complexity rather than simple post-pandemic recovery. He argues that the margin line now depends on shifting from reactive purchasing cycles to precision asset management. That shift requires more granular lifecycle modeling, tighter integration of regulatory scenarios into capital planning and real-time visibility of maintenance and safety signals at the truck level.

Aging Trucks Drive Maintenance Dependence and Safety Exposure

The survey also documents how delayed procurement is reshaping fleet age and risk. In 2023, just over a third of organizations with sizable transportation operations reported more than 150 trucks older than five years. By 2025, more than half of respondents say trucks are now typically run for more than five years as standard practice. The industry is effectively extending life cycles to absorb uncertainty, but that strategy is creating a different set of operational pressures.

Maintenance reliance is rising as a direct consequence. Older trucks demand more frequent shop time, greater parts stocking and closer monitoring of critical components. Fleet Advantage links that trend to a ‘massive surge’ in maintenance dependence, with more budget and management attention flowing to keep legacy assets roadworthy. For operations teams, this places new weight on technician capacity, diagnostic tooling and supplier support, especially as newer engine technologies and emission systems add complexity to repair routines.

Safety performance is now visibly at stake. In the latest survey, 45% of respondents acknowledge that older trucks are moderately or significantly affecting safety outcomes in their fleets. That admission moves asset age from a cost metric into a compliance and reputational concern. Longer asset lives can mean more frequent roadside events, higher roadside inspection failure rates and increased exposure to litigation following incidents, especially when vehicles operate under stricter emission and safety regimes in key states.

Total cost of ownership (TCO) calculations are becoming harder to trust without better data. Wiedmeyer stresses that clean, actionable data has shifted from a helpful input to a planning requirement for the next five years. Without credible visibility into fuel consumption curves, repair frequency, downtime costs and insurance impact across asset age bands, many organizations risk mispricing the trade-off between running older trucks and stepping into new technology early. Recent trade data and insurance market commentary also point to higher premiums for aging fleets with weaker telematics or safety records, which further skews the TCO balance.

Turning Indecision Into a Structured Asset Strategy

The most under-reported aspect of this shift is the way procurement paralysis forces a redesign of core asset governance. Organizations that delay truck replacement now need disciplined guardrails on maximum age, mileage bands and safety thresholds, supported by telemetry and integrated maintenance records. Those that accelerate pre-buying face the opposite risk: potential overcapacity, technology lock-in and exposure if future mandates tighten faster than expected. The survey data suggests that the winners will be those that treat trucks as dynamic financial instruments rather than fixed-duration assets, using live performance and regulatory insight to adjust holding periods and replacement timing quarter by quarter.
