Biden’s Final Executive Order Targets Cybersecurity, Quantum-Resistant Systems

President Biden mandates secure software and quantum defenses to address escalating cyber threats.

President Biden’s last executive order targets cybersecurity vulnerabilities, emphasizing secure software development and quantum-resistant systems.

In a significant move during his final days in office, President Biden has issued an executive order aimed at bolstering U.S. cybersecurity. The directive mandates that software vendors demonstrate secure development practices to qualify for government contracts. This measure is part of a broader strategy to shield the nation from cyber threats, particularly from adversaries like China, Russia, and Iran. Notably, the order identifies China as the “most active and persistent threat” to U.S. government, private sector, and infrastructure networks.

Quantum-Resistant Systems and Targeted Sanctions

The executive order also directs government agencies to adopt systems capable of defending against quantum computer-based hacking. Additionally, it simplifies the process of imposing sanctions on groups targeting critical infrastructure, such as schools and hospitals.

Recent cyber incidents underscore the need for such measures. In December, Chinese hackers infiltrated U.S. Treasury Department systems, exploiting a security key to access workstations and unclassified documents. Other breaches include the compromise of U.S. government email accounts in 2023 and attacks on eight major U.S. telecom companies in 2024.

A Bipartisan Imperative

While the future of this executive order under the incoming Trump administration remains uncertain, Biden’s office expressed confidence that both parties recognize the importance of strengthening the nation’s cybersecurity infrastructure. With cyber threats escalating, this directive could serve as a critical foundation for future cybersecurity policies.

This executive order is a timely and necessary step to address the growing sophistication of cyber threats. The emphasis on secure software development and quantum-resistant systems is a reminder to prioritize cybersecurity in their operations. As cyberattacks increasingly target critical infrastructure, proactive measures will be essential to safeguard both public and private sectors.
